I encourage the use of the Character Builder if you have access to it, but be aware what source the feats and powers you are taking are coming from.
Initially, you are allowed to use materials from the Players Handbook, Players Handbook 2, Player’s Handbook 3, Martial Power, Martial Power 2, Arcane Power, Divine Power, Psionic Power, Adventurer’s Vault, and Adventurer’s Vault 2. Races, classes (with the exception of Spellscarred), rituals and feats from the Forgotten Realms Players Guide are also allowed, although this is not a Forgotten Realms campaign.
Races allowed are: Changeling (Doppleganger), Deva, Dragonborn, Drow, Dwarf, Eladrin, Elf, Genasi, Githzerai, Goliath, Half-elf, Halfling, Half-Orc, Human, Minotaur, Shardmind, Shifter, Tiefling. Note that I exclude Gnomes and Wilden. If you wish to play a Changeling or Drow, you need to discuss it with me first. Please see Races in the Campaign for further notes.
Feats and powers from Dragon Magazine will be judged on a case by case basis. Items from adventures should not be used. In general the following articles are okay: Art of the Kill, Gladiators, the Ecology of… (Dragonborn, Deva and Genasi), Class Acts (Swordmage, Bard, Warlord), Get Familiar, White Lotus Academy, Wish Upon a Star and Ritually Speaking.
I won’t be using material from Eberron, so with the exception of Changelings, no Eberron material is allowed (Artificers, Warforged, Dragonmarks etc). I will also not be using any material from Dark Sun or from D&D Essentials In general, I have to own the book before I’ll allow it in my campaign.
The deities in the Players Handbook are not used in this campaign. Please see Religion for divine power sources.
Characters will be starting at level 1, and the campaign is plotted out to last through Epic level. Themes will build slowly, and I don’t expect to touch on the central plot until around late Heroic or Early Paragon level.
